Palatine District’s Path to Data-Driven Instruction and 10-Point NWEA MAP Improvement

Community Consolidated School District 15 (CCSD15) serves a large, diverse student population—35% of its 11,500 students are English learners, and 30% come from low-income households. 

The challenge: building clarity in a complex, high-needs district

 This diversity, combined with a wide academic range and multiple feeder high school systems, presents both opportunity and complexity. Located in Palatine, Illinois, CCSD15 features 14 elementary schools, 5 middle schools, one therapeutic day school, and an Early Learning Center. 

When MJ Warden joined CCSD15 as Chief Technology Officer, the district was already in the middle of transformational change, including the launch of full-day kindergarten, transitioning our junior high schools to middle schools and the realignment of those buildings, and major facility upgrades. 

With inspiration from the Superintendent to become a data-driven district, Warden led the charge to implement CCSD15’s data revolution. To navigate this scale of change effectively, the district needed more than infrastructure updates. It needed systems that empowered educators to make informed decisions in efforts to improve academic performance (especially reading and writing), attendance, and behavior. 

“We needed to promote a data culture,” said Warden. “Our users, from the central office to the classroom, needed to be able to ingest and digest data easily. We wanted them to make decisions based on insights, not intuition.” 

At the time, the district was relying heavily on spreadsheets and had struggled for three years to spin up a workable Tableau instance. Access to data was limited, dashboards were not easily shareable, and only a few individuals had true visibility into district-wide performance. 

The district’s student information system (SIS) at the time was also creating friction. 

“The staff were frustrated. They couldn’t customize screens or reports in the ways they needed. Any change took months, and even then, it wasn’t always what they were looking for,” says Warden. 

The solution: analytics that drive action 

To fulfill the superintendent’s initiative to become a data-drive district, they chose PowerSchool Student Analytics, part of Analytics & Insights a comprehensive platform that pulls together data from the SIS, assessment, behavior, attendance, and other products into tailored dashboards for every role. The goal was to create transparency, promote collaboration, and give educators the tools to act strategically. 

“Our first year with Student Analytics was about getting results quickly,” Warden said. “We hired a dedicated project lead and committed to launching our attendance dashboards within five months, even when PowerSchool’s implementation roadmap said eight.” 

That early push paid off. Attendance dashboards were rolled out in time for key planning milestones, allowing school improvement teams to make data-informed decisions for the upcoming year. Teachers began meeting weekly to review local assessment results and align instruction to student needs. 

The result? A more responsive, informed instructional culture. Everyone has access to usable data, and a user-friendly data interface enables better decision-making. 

“Teachers aren’t data scientists. But when they have clear data at their fingertips, they can become incredibly strategic,” said Warden. “Student Analytics helped make that possible.” 

A strategic overhaul: new SIS, smarter systems 

CCSD15 didn’t stop at analytics. Based on district-wide listening tours and feedback, leadership decided to replace its student information system as well, selecting PowerSchool SIS to support long-term goals. 

“The SIS decision was based on flexibility, efficiency, and the ability to grow with us,” said Warden. “PowerSchool SIS gave us the customization and responsiveness we needed without long, expensive workarounds.” 

This system transition was a part of a four-year strategic plan designed to help the district collect and use data meaningfully. As part of this plan, the district also began implementing local common assessments and integrating its MTSS framework into the new data ecosystem. 

The results: measurable gains and a culture shift 

In the first year of implementation, the district saw promising signs of impact—especially at the early grades. 

“Our kindergartners improved 10 points on NWEA MAP. It’s amazing,” Warden shared. “There are many factors—they went to full day [kindergarten], we modified some things in their curriculum, and adjusted their pacing guides. But Student Analytics allowed teachers to see where kids were and adjust

accordingly. It gave us, on all levels, some really good information and data to make more strategic decisions around instruction and learning.”

Other student groups showed 3% growth in key performance areas, and the district began using data conversations to guide everything from instruction to intervention. Teachers have become “instructional strategists” with access to actionable insights. They, along with leaders and support staff, now engage in regular discussions around shared dashboards, allowing them to spot trends, tailor instruction, and improve outcomes. 

“Having those milestone moments, like Institute Days in September, January, and May, has helped us build a rhythm of reflection and planning,” Warden says. “And the data makes those conversations so much richer.” 

Meanwhile, the district’s MTSS implementation has begun transitioning from Google Docs to integrated student plans within the PowerSchool platform, setting the stage for deeper insights and more actionable interventions. 

 Data as a catalyst for equity and efficiency 

CCSD15’s journey reflects what’s possible when a district makes a clear commitment to data-driven decision-making.
